Preheat oven to 420°F with a rack in the middle . Line a baking sheet with parchment paper. No need to spray pan.
Mix together flour, salt, baking powder, & sugar.Using a pastry cutter or your hands, work butter into mixture until it is an evenly crumbly mixture. Drizzle the milk or cream over mixture. Mix with your hands until it comes together. If it's too dry add a little more milk or cream.
Place the dough on a lightly floured work surface. Pat it into a rough rectangle about 1" thick. Fold it into thirds like a letter and roll gently with a floured rolling pin until the dough is 3/4" thick again.
Cut the dough into circles with a wide glass or biscuit cutter (2 - 3 inch cutter).Place the biscuits bottom side up on your prepared baking sheet, for smooth tops. Brush the biscuits with milk, to enhance browning. Bake the biscuits for 12-14 minutes, until they're lightly browned. Remove them from the oven, and serve warm.
